Thematic Committees
According to the Rule 66 of the Constituent Assembly Rules, 2065 (2008), there are different thematic committees in the Constituent Assembly in order to prepare the preliminary draft along with concept paper on the subjects assigned to individual Committee among the various subjects to be incorporated into the Constitution. As per provision of the Rules, the Committee on Fundamental Rights and Directive Principles, Committee for Protection of Fundamental Rights of Minority and Marginalized Communities, Committee for Restructuring of the State and Distribution of State Powers, Committee on Determination of the Form of the Legislative Organs, Committee on Determination of Form of Governance of the State, Committee on Judicial System, Committee on Determination of Structure of Constitutional Bodies, Committee on Division of Natural Resources, Financial Powers and Revenue, Committee on Determination of Bases for Cultural and Social Solidarity and Committee for Protection of National Interests have been formed by Constituent Assembly on 15 December 2008. The Rule 66 of the Constituent Assembly Rules, 2065 (2008) has contained mandates of mentioned committees and the Rule 68 has also given the power to the Chairperson to assign the subjects not covered within the working areas of the Committees to be included in the working areas of such Committee as s/he may deem appropriate. The Rules contained the forty-three members in maximum in each of the committees are nominated and the chairperson is selected from the committee member themselves. The committees formed under the Rules have the mandate to prepare a list of activities to be carried out on the concerned subject, to collect relevant materials on the subjects and to conduct discussions and studies and prepare a preliminary draft, including a concept paper with technical advice from specialists on the subject under the working areas of the Committees. To make the activities to be done by the committee comfortable and systematic, the committees can form sub committee receive technical support for expert as per needed.
